The World Council for Regular and Distance Education, abbreviated as WCRDE, is a non-governmental, non-profit, self-governing educational organization, which is registered in India.
2.1 The WCRDE is the non-profit international organization for the open and
distance education society, and is open to all educational institutions, educational
authorities, and individuals.
2.2 WCRDE has a partner status with International Student Exchange Cards India
Limited. WCRDE main aim is to promote regular and distance education throughout
the world and use of new idea and innovation.
2.3 WCRDE was founded in 2012 in India by
Prof. Dr.Mohammed Seraj ANSARI and it has official
managed and run by International Non-Olympic Committee.
2.4 WCRDE is supporting all Government Education systems, norms and
regulations and code of ethics.
3.1 To promote Regular and Distance Education internationally and take whatever
measures are necessary to this end.
3.2 To represent the interests of its members at International level with regard
to the educational authorities, the mass media and the public, in as far as
this is not left up to the members.
3.3 To promote educational contact between all Universities, educational institutions,
educational authorities and individuals and to promote all regular and distance
learning, international/national conferences etc.
3.4 To monitor and ensure the keeping of the existing system-specific rules,
to develop a set of standard rules and to draw up an International education
Calendar.
3.5 To encourage all Universities, educational institutions, educational authorities
and individuals can connect in professional communication in the field of flexible
education.
4.1 There shall be three types of membership, University Approval, Educational Institute Approval and Individual Approval.
4.2 WCRDE Approval membership shall be available in two categories, Higher Income Level and Lower Income Level, to those engaged in regular, distance learning, educational training throughout the world.
4.3 All membership may be awarded, by decision of the Supervisory Committee.
4.4 WCRDE Committee (President) will have rights to cancel the membership at any time.
4.5 WCRDE membership rights shall be open to all but those who are in good standing with the organization.
4.6 Membership fees shall be resolute by the Supervisory Committee and are not refundable.
4.7 Individual Approval membership may be offered by the Supervisory Committee who is engaged in or connected with regular and distance education.

5.2 Meetings of the bodies may take place face-to-face or electronically.
5.3 The results and decisions of meetings of the bodies shall be published within 25 working days
5.4 WCRDE will not provide any financial support for members (MIO).
5.5 The President and Secretary General, Director General will take part in all meetings of the bodies.
5.6 Supervisory Committee appointment will be decided by President and Secretary General.
5.7 Members (MIO) would be most important and direct representatives of the WCRDE in the country of Members (MIO) are belongs.
5.8 WCRDE can recommend Members (MIO) to INOC to nominate/adsorb into Supervisory Committee-WCRDE or any other INOC allies bodies on the basis of performance and execution of works assigned time to time by the WCRDE.
6.1 WCRDE is committed to being an open organization where everyone's voice is heard.
6.2 Because we wanted to be open to anyone in the world – we launched a new initiative called 'International Membership' in 2012. This enabled people (professors, tecturers, teachers, students, educational organizations etc., who did not have an opportunity to represent and explore their ability internationally and unable to join in and become a member of WCRDE regardless of where they lived
Part a) So what's happening now?
6.3 From 2014, a representative of international members - selected amongst the international membership - will contribute their expertise to our internal decision making process. As you may know, WCRDE makes its internal decisions in a democratic way, and your representation will now be able to play a part in this process by participating in key internal conferences.
Part a) Role, Responsibilities, Structure
7.1 INOC First Founder Member is the accountable for making policy
decisions in conflict with WCRDE’s mission and constitution.
7.2 The responsibilities of the Supervisory Committee shall have good
relation with WCRDE.
7.3 The role of the Supervisory committee members usually serve as on
a Voluntary basis which helps to WCRDE development and have a responsibility
of appointment approvals.
7.4 An member international observer (mio) plays an important role in
developing WCRDE globally. This role may be compromised all observers
do not follow certain rules that should guide their conduct during their
mission and (mio) Observers must not interfere with the work of supervisory
committee. Their mandate is not to supervise correct mistakes or resolve
local conflicts, but to observe.
7.5 The WCRDE supervisory committee shall be consist of six designated members.
Part b) Appointment Procedure
7.5 Supervisory Committee/Member International Observers appointment
shall be decided by INOC First Founder Member.
7.6 The President Secretary General, Director General shall be permanent
members.
8.1 WCRDE’s all Information/Announcement shall be displayed in website.
9.1 A proposal/membership must be submitted to the Secretary General.
Secretary General will submit to president. The proposal may be made
by a University Member or Educational institutional member or by an
individual member.
9 .2 A proposal made by the Supervisory Committee must be supported
by president.
9 .3 A proposal to amend the constitution shall be announced to WCRDE
members within two months of its receipt by the President/Secretary
General. On the advice of the President, the Secretary General shall
publish to members.
9.4 Changes to the constitution shall require the support of a simple majority of all voting members of WCRDE. Every amendment would be sent INOC or its First Founder Member to get approval, on rejection of approval of the amendment made by the INOC or First Founder Member, would be re-discussed in the house of the Supervisory Committee.
9.5 Information on the result of the voting procedure shall be made available to WCRDE members within 10 days of the declared voting period.
9.6 Approved changes shall be updated in the website.
9.7 INOC has full rights to change any clauses of the WCRDE at any time, and would be effective from the date of the issued officially with no objection or question of the Supervisory Committee or members (mio).
Exclusive Jurisdiction - In the event of any action or Proceeding brought by a Party arising out of or in connection with WCRDE and its Disputes, Agreement or any other Transaction Document, the Parties consent to the exclusive jurisdiction of the Lucknow City courts located in the State of Uttar Pradesh, India for resolutions of such dispute.
10.1 The Council can only be dissolved by an INOC First Founder Member.
10.2 A decision process on will be undertaken by president/INOC First
Founder Member.
